Story: Neo Tokyo is a dystopian city that is controlled by a bio-enhanced AI, Amaterasu. Citizens of Neo-Tokyo live in over-packed mega structures, each consisting of one of the cities in Tokyo like Asasuka or Shibuya. Only executives of each block can live and work in the upper city. Most of the lower city residents do not even have windows. The whole city is stabilized by the mega tower's pipes that pass through the mega blocks. The exterior piece is made to show the lower and the upper city.
